ABSTRACT

Policy is the result of decision-making. It is a statement, usually formalized in writing, which results in substantive action within any agency. It is the end product of a process of information-gathering and proposed solutions to anticipated or previous problems. Policy formulation concerns managerial decisions taken in consequence of the operations of the recreational service system. The decision-making process is intimately bound together with the primary mission of the system and methods for achieving objectives so that the mission can be accomplished, and inevitably focuses on the use of critical resources or situations which appear advantageous to agency success.
