At the end of this chapter you should:

Know the distinction between effectiveness and efficiency.

Be able to distinguish among four different performance measurement dimensions in a local government (LG): inputs, processes, outputs, and outcomes, and understand the factors that complicate measurement along each of these dimensions.

Understand how the above four dimensions can be inter-linked to improve the way an LG manages its programs and services.

Know the general principles for implementing performance measures.

Know about the "balanced scorecard" and how its basic elements can be used in an LG.
