At the end of this chapter you should:
Know the 20 characteristics of a local government (LG) that is performing in accordance with the concepts and approaches to management control that we have discussed in previous chapters.
Understand the six cross-functional processes that related to the management control process.
Know the kinds of questions to ask about each of the cross-functional processes, and be able to assess the linkages among them.
Appreciate the difficulty of managing a change effort, and have a sense of the steps needed for a successful effort.
