ABSTRACT
Unemployment has been defined as the idleness of persons able and willing to work. In Chapter I it was approached as a wastage of national man-power, in Chapter II as a personal, human catastrophe, and in Chapter III as a measurable, costly failure to make efficient use of the human factor. In this chapter the distribution of unemployment will be analysed in more detail, beginning where these chapters left off, at the personal incidence.
