ABSTRACT
The framework established for this research examined three domains of program planning. The first question was one of issues. In remaining consistent with the constructivist methodology, the research sought to explore the relevant issues as understood by people intimately involved with the problem. This can be described as a needs assessment from an idiographic point of view.
