ABSTRACT

In 1973, an oil crisis and stock market crash sent the economies of the West heading towards recession. Three years into the economic down-turn and not long after the publication of The Bullock Report, the then Prime Minister of the United Kingdom, James Callaghan, delivered a speech at Ruskin College Oxford, which was to signal a profound shift in educational policy. The reverberations of that speech are still being felt today.
