ABSTRACT
“Swiftmud” (the Southwest Florida Water Management District, SWFWMD) was created a little more than a decade after the Central and Southern Florida Flood Control District was in 1948, and provides another demonstration of the interplay of Florida climate and politics. Perhaps even more importantly, the history of the Southwest Florida Water Management District demonstrates how the Florida water management system is capable of major institutional transformation.
