ABSTRACT

It is difficult to review the progress of any government’s water policy without feeling a sense of urgency and a need for reform. There are always policy improvements to be made in a world where more and more feet add to the human footprint, steadily thinning all water resources. Fortunately, some of Texas’s experiments in water policy have worked out relatively well. Maybe these can be role models for other states and countries. Some of Texas’s unique efforts to steward its water have had poor results. Perhaps these can be pinpointed and avoided. Myriad results lie somewhere in between. Let’s consider the fundamental lessons provided by the prior chapters first.
