WHEREAS CONFLICT AT THE LOCAL LEVEL was important for our efforts to encourage collaboration locally, the impacts of national-level conflicts were also keenly felt. And social capital, which we had initially conceptualized as something fairly local, turned out to have important implications pertaining to links with outside actors.
