Pricing of irrigation water remains a major unresolved issue in Turkey, despite the rapid transfer of operation and maintenance (O&M) of public irrigation schemes to water groups. 1 The price of irrigation water is still based on O&M costs in both public or water group–managed irrigation schemes, the latter charging higher prices.
