ABSTRACT
If any single organized group in Japan today possesses the power to prevent the creation of a peaceful, responsible form of government in that country, it is the bureaucracy. Neither the elimination and barring of influential bureaucrats from public office nor sweeping changes in the structure of Japanese government have yet been sufficient in themselves to alter the basic character of the bureaucracy, More than any other organized group in contemporary Japan it is rooted in Japans presurrender past.
