ABSTRACT

Although expecting a fight, Canadian interests were shocked by the intensity of the first salvo by the Coalition for Fair Lumber Imports when on April 2, 2001, it charged Canada with “predatory” trade practices and alleged a subsidy and dumping rate of 68 to 78 percent, which amounted to almost the value of Canada’s softwood lumber exports. One trade official compared it to a nuclear first strike ( Vancouver Sun 2001e).
