Maybe it is not proper for a bureaucrat to air his personal opinions in public. Perhaps bureaucrats should state their own views regarding policies only in internal discussions within the ministry, and public pronouncements should be limited to the official stance that the government has decided to adopt. Incidentally, in Britain, where the roles of politicians and bureaucrats are very clearly separated, bureaucrats are not permitted under any circumstances to publish views under their own name in newspapers or magazines. The opinion of a ministry can only be given in the name of its minister.
