The phaseout of leaded gasoline in the European Union began in the 1970s, when concerns about the negative health effects of lead started to draw increased public attention to leaded gasoline. Lead has been linked to environmental and health toxicity, including neurological dysfunction, renal damage, and death (Lovei 1996). Children are especially sensitive to lead exposure, and the effects on children include learning difficulties, lowered I.Q., behavioral problems, and hyperactivity (Thomas 1995). 1
