The environmental accounts must cover several distinct issues related to pollution:
How much pollution occurs?
How much is spent each year to prevent pollution?
How much more would we spend to further reduce pollution?
What costs are imposed on society by pollution?
How would the overall economy change if we required more pollution reduction (or allowed less pollution)?
What light do the accounts shed on policies to manage pollution?
