ABSTRACT
HINA’S FOREST TAXES are high, and its system of taxes and fees on forestlands and forest products is complex. These are disincentives for forest man-
agement, and both household welfare and the environment are worse off because of them. The continuing development of the forestry sector and of the regions that rely on the sector depends on a reduction in these taxes and fees and a simplification of the system of assessment and enforcement.
