ABSTRACT

This chapter explores a model for providing objective, independent, and measured science and technology (S&T) advice and support to Congress through a nongovernmental organization (NGO) working exclusively for Congress but maintaining a separate and independent identity. One way to envision this model would be to think about the use by Congress of a contracting mechanism similar to a federally funded research and development center (FFRDC) used by federal agencies. The selection, operation, and oversight of this independent analysis group would be conducted in a manner similar to the processes used for selecting outside organizations in the model examined in Chapter 9.
