ABSTRACT

This chapter shares observations from David Howekamp, Felicia Marcus, and Dick Wilson, each of whom played an important role in resolving the Smog Check debate presented here. This discussion, along with the book’s foreword by Mary Nichols, offers insights from former senior EPA air quality officials. These insights represent EPA views from the region and headquarters, as well as from career and appointed officials who were at the agency during the Smog Check conflict, and highlight the varied challenges faced by those serving in different roles and settings. Their contributions give readers an opportunity to hear alternative views and compare them with those expressed in earlier chapters.
