ABSTRACT

Would I agree to head the U.S. delegation to a meeting of the Conference on Security and Co-operation in Europe (CSCE)? It was early summer 1989, and the question came from Deputy Assistant Secretary Avis Bohlen in the State Department's Bureau of European and Canadian Affairs. The meeting would deal with environmental issues and was scheduled to take place from October 16 to November 3 in Sofia, Bulgaria. I jumped at the opportunity.
