ABSTRACT
One of the most pervasive arguments in support of public involvement is that, although the process may require more time initially, it leads to more effective and timely implementation later. Common sense suggests that high quality decisions that reflect public values and are made through processes that reduce conflict and mistrust should be more easily put into action.
