ABSTRACT

In Democratizing Development (1991), I described North-South relations as like a game of Monopoly in which some players hold hotels on Mayfair while others have nothing but Old Kent Road. Debts pile up as bills simply can’t be paid, but there is no ending the game. Sure, the poor players pick up £200 every time they pass “Go” (their annual aid handouts), but this is dwarfed by the bills. 1 Since then the odds have become even worse.
