ABSTRACT

The interest of the European Union (EU) in the biosafety protocol negotiations changed as they went on. The negotiations began with little political visibility, as the EU engaged mainly in responding to the demands of the developing countries. The position of some EU member states remained constant during the negotiating process. The treaty establishing the European Community sets out in general terms the respective roles of the Commission, the Council and the Parliament during the successive stages of negotiation, signature and conclusion of international agreements.
