ABSTRACT
The problem of political incorporation arises when a central government is established over peoples of diverse culture, as in many colonial, pre-colonial and post-colonial states in Africa. Or when large-scale migration, forced or free, brings on the scene an alien population, as in the Americas. Or thirdly, by the process of internal differentiation that is continually taking place within all social groups.
