ABSTRACT

The human world can respond in three ways to signals that resource useand pollution emissions have grown beyond their sustainable limits. One way is to deny, disguise, or confuse the signals. This approach has many forms. Some claim there is no need to worry about limits; the market and technology will automatically solve any problems. Others claim there should be no attempt to reduce overshoot until there has been a great deal of additional study. Still others seek to shift the costs of their overshoot to those who are far away in space or in time. For example, it is possible to:
