ABSTRACT

There is much to be gained for cetaceans and other marine species by using an ecosystem-based management approach to marine conservation (see Box I.2, p9). In the words of Graeme Kelleher (2001): ‘Because of the highly connected nature of the sea, which efficiently transmits substances and forcing factors, an MPA will rarely succeed unless it is embedded in, or is so large

that it constitutes, an integrated ecosystem management regime.’ Ecosystem-based management has been employed in terrestrial ecosystems for some years, but, despite considerable talk, it is still relatively new as applied to the ocean.
