ABSTRACT
This chapter provides an introduction to the Protocol on Strategic Environmental Assessment (SEA), negotiated and adopted by member states of the United Nations Economic Commission for Europe (UNECE) in Kiev, 2003 (see https://www.unece.org" xmlns:xlink="https://www.w3.org/1999/xlink">www.unece.org). The chapter describes the background to the Protocol, its negotiation, essential characteristics, differences to Directive 2001/42/EC, and potential opportunities to evolve as a global legal framework for SEA.
