ABSTRACT

This chapter describes the relationship of strategic environmental assessment (SEA) and transport planning, a sector where process integration has gone further than in many others. The discussion is organized in four main sections. First, the changing policy context of transport planning is outlined with particular reference to the forces that are driving a new, multi-modal approach to transport planning. Second, reflecting these changes, key trends in the application of SEA to transport planning are described. Third, the agenda of issues of SEA practice in transport planning are reviewed, drawing on the discussion of this theme at the International Association for Impact Assessment (IAIA) Prague conference of 2005. Finally, the conclusion focuses on the measures that are needed to fully integrate SEA into transport planning and the methodological, procedural, technical and cultural issues that merit particular attention.
