ABSTRACT
Cumulative impact assessment (CIA) is the flip side of strategic environmental assessment (SEA): it focuses on the resource rather than on the plan. It thus acts as a useful counterpoint and cross-check to SEA. In this way, it helps to ensure that multiple activities (including the plan in question), each of which having perhaps only limited impacts on a resource, do not cumulatively have a markedly significant impact.
