ABSTRACT

Why was the US the only Annex I country that refused to ratify the Kyoto Protocol, committing nations to greenhouse gas reductions? Why has the US Congress refused to enact policies that set a price on carbon dioxide emissions, even when the European Union, Japan, Australia, New Zealand, several Canadian provinces and even many of our State governments are doing so? Previous chapters have shown that the obstacle is neither technology nor economics. It is a political failure.
