It’s vital here to distinguish between ‘relative’ and ‘absolute’ decoupling. Relative decoupling refers to a decline in the ecological intensity per unit of economic output. In this situation, resource impacts decline relative to the GDP. But they don’t necessarily decline in absolute terms. Impacts may still increase, but at a slower pace than growth in the GDP.
