ABSTRACT

Meade wrote the first draft of what led eventually to the White Paper on Employment Policy (Cmd 6527, 1944) in March 1943 for the ministerial Reconstruction Priorities Committee established in January 1943. He revised it twice in the light of his colleagues' comments to produce the version printed below. Lionel Rob bins, the Director of the Economic Section, redrafted it before it was circulated to the committee, for ‘after all that he has had to put up with from us, it would have been a last indignity to ask J. E. M. to do this’ (Meade Papers 3/2, Public Record Office T230I15 and 66–68, CAB87I12 and 13). The descriptive appendices A to D of Meade's paper have been omitted
