ABSTRACT
Since the first edition of this Hobart Paper was published in April of this year (1962), three important developments have occurred. First, there has been a round of negotiations between the United Kingdom and the Six about the terms on which the UK might enter the European Economic Community (EEC). Second, a conference of Commonwealth Prime Ministers has been held in London to discuss the issue. Thirdly, the trade legislation proposed by President Kennedy has been finally passed by the United States Congress.
