This article was written on Meade's return from the USA where he had spent several months in 1952 visiting the World Bank in Washington, and lecturing at the University of Indiana, the University of Chicago and Harvard University. At Chicago he gave the Charles R. Walgreen Foundation lectures on Problems of Economic Union (Chicago: University of Chicago Press; London: Allen & Unwin, 1953).
