ABSTRACT

Prediction, evaluation and mitigation of the impacts of a strategic action are the core of the SEA process. They are often the most time-and resource-intensive stages of the process. They frequently need to be carried out at several stages of decision-making, for instance evaluation of several alternatives for a broad plan strategy, choice of a preferred strategy, evaluation and mitigation of more detailed ways of implementing the preferred strategy, and evaluation of the refined/mitigated plan.
