ABSTRACT

This chapter presents an analysis of strategic environmental assessment as practised to date in the Republic of Ireland, and describes the effectiveness and quality of the SEA process as it is increasingly applied across the country. The chapter examines the historical and administrative context within which European Directive 2001/42/EC (‘the SEA Directive’) (European Commission (EC), 2001a) is being implemented, and analyses the framework that has been provided by central and local government to facilitate compliance with the SEA Directive's requirements.
