ABSTRACT

This chapter summarizes a variation of the SpeakOut model in Thunder Bay, Canada, to engage citizens in voicing their concerns and suggestions on building a safe neighbourhood. The public shared their contributions during drop-in sessions and by completing a survey in the spring of 2007. With 110,000 residents, Thunder Bay is the largest centre in north-western Ontario and the regional service centre for medical, educational, professional and government services. It is a significant transportation hub for highways, railways and ships. The United States border is 60 kilometres to the southwest. In spite of economic benefits, this location creates problems such as an active drug trade between the USA and Canada.
