ABSTRACT

The last two case studies investigating the role of regulation for the poor relate to the two highest-income countries in the sample of ten (though one is still very significantly ‘richer’ than the other), with the longest experience of economic regulation of water (over 15 years for each), and to the two most ‘extreme’ forms of privatization by some descriptions, that is divestiture, where the assets have been sold to the private sector (though not necessarily the rights to water), in addition to the licence to operate.
