ABSTRACT

The purposes of this sourcebook are twofold. First, it aims to provide a strategic framework for strengthening and improving financial management in municipal organisations and for increasing net finance flows that may be spent on services for relatively poor people. Second, it provides practical examples of financial innovations that have either strengthened local finance in general or have contributed to more pro-poor delivery of services by municipalities. These examples are based on case material collected (mainly but not solely) in a dozen municipalities across four countries. The examples cannot hope to be exhaustive, but they do document in summary form the capacity issues behind innovations in the key areas of local public finance.
