ABSTRACT
America, good quality solutions for low-income
groups also depend on their more active engage-
ment and, of course, on governments and water
service providers allowing for and supporting
this.
Thus, a large part of ‘governance’ for water
and sanitation is local governments providing the
framework that encourages and supports such an
active engagement and ‘smart partnerships’ that
allow locally appropriate solutions to develop in
each small urban centre. Chapters 4 to 7
highlighted how much can be done to address
deficiencies in provision for water and sanitation
in small urban centres (and large villages).
