ABSTRACT
This chapter presents the issue of regulation, using the network industries – postal services, telecommunications, energy, water, broadcasting and transport – as examples. Liberalization and privatization first took place in these industries, and, subsequently, regulation has been developed both to control the evolution of the industries and to ensure public policy objectives. However, as this section will show, regulation (as it is being developed in the network industries) can easily be extended to other sectors, such as health or education.
