ABSTRACT
Alexis de Tocqueville (1835), in his pivotal study of democracy in America, saw the municipalities as the ‘school of democracy’. Citizens’ capacity for democratic participation in their local communities is, indeed, at the roots of a functioning democratic society. In our days, however, we observe a dangerous process of an erosion of that capacity, caused, in part, by globalization and privatization.
