ABSTRACT
This essay examines the development and implementation of performance meas-urement at the local level of government. We will defi ne performance measurement and describe the benefi ts to a local government that uses it to improve the odds of success in achieving its service goals. We will also discuss the steps involved in setting up a performance measurement system and obstacles that may be encountered along the way.
