ABSTRACT

INTRODUCTION In order to make effective designs, investments and policy decisions in cities, we need to understand the multiple decisions and actions made by the multiplicity of agents and entities involved. This really means that we need to understand the options that they perceive and the trade-offs that their value systems cause them to make, and through this to know how they will react to some policy, action or investment that is contemplated. Only then would we have a reasonable basis on which to identify emerging problems and to evaluate different possible policy or decision responses.
