ABSTRACT

The Environmental Impact Assessment (EIA) system in Hong Kong is characterized by clear requirements for follow-up operating in a strong legislative framework based on a relatively prescriptive system of checks and balances. It has evolved considerably with several major amendments to procedures, particularly concerning follow-up, having been implemented. In addition to having a rigorously enforced EIA follow-up mechanism overseen by the regulator, recent changes to procedures have enhanced communication of follow-up in an innovative but effective approach via electronic media.
