ABSTRACT

The staffing of a health care system the size of China's is an immense task. The sheer size of China, and volume of work to be done, requires an enormous input of personnel if even the simplest tasks are to be attempted. Although, especially in preventive work, the Chinese have often tended to rely on the mass participation of the lay population, there still remains a need for trained people. Who these people are, their background, number and type of training, have been the focus of political conflict over the years in China since 1949.
