ABSTRACT

There have been dramatic turns in China's foreign relations since the Cultural Revolution. With Mao aging, the fractionally (three years) younger Chou En-lai has emerged as the steadying central figure. I t is likely that history will show that it was Chou En-lai above all who charted China on a new course after 1970. I t may also be seen that the currents in which he had to steer were inexorably moving towards world-wide realignment.
