ABSTRACT

The Blue Plan scenarios, published in 1989 and based on 1985 data, highlighted possible futures for 2000 and 2025 for a region with one of the richest histories in the world, not to mention its diversity and fragility. Three years before the Rio Summit, the report called for an increased commitment to sustainable development, a concept that was then still in its infancy. The present report, requested and funded by all Mediterranean-rim countries and the European Commission, makes it possible to arrive at a new diagnosis.
