ABSTRACT

The economic boom of the mid and late 1990s showered riches on many households who were able to purchase luxury homes and vacation retreats. There remained, however, thousands of households that could not afford any permanent place to live, and these households were largely headed by women with very low incomes. They do not seek to trade up one home they own for another. They own no home and have acute housing needs. These women seek apartments located in safe neighborhoods, but they cannot afford to pay the prevailing rents in these areas.
