You will have noted that we are not asking the question, what is an equitable or a just distribution. That is an entirely different and a more controversial question. We are asking a simpler question: what is an efficient distribution – efficient, that is, by reference to the Pare to criterion. And the answer to the question covers both the concept of efficiency in this connection and the conditions required for its realisation.
