ABSTRACT
With the preliminary decisions made about how ProMES will be implemented, we now turn to a discussion of the specific steps in constructing the system. Developing ProMES for a unit consists of four basic steps:
Developing objectives
Identifying indicators
Constructing contingencies
Designing the feedback report
